23 M. i noticed my hairline starting to move. am i balding? where would i be on the norwood scale?

Hi lxndxn. Your crown looks good. You may have lost some ground at the temples, but it is very minor and, given your age, may simply be your hairline transitioning to its adult form, rather than the beginning of actual balding. If you're worried, you could hop on finasteride just now. Alternatively, you could hold off, carefully monitor your hair, and then hop on fin only if you feel that it's getting worse. However, your hair at present is looking great. All the best.

This seems like hair loss from the frontal edges, which is why it is looking like a receding hairline. You're young, I suggest not taking any medications unless prescribed by your hair doctor. Visit a good hair doctor near you and let them examine your scalp. Prefer visiting a holistic hair doctor, it will be beneficial for you in the long term. Thanks!
